Vulnerable prisoners being moved to nearby prisons to avoid prison inspectors?

At the risk of sounding too lenient this is a training issue for Governors who currently have the ethos that 'No one in the sodding liberal brigade sodding get it.' This is not, however, the liberal brigade. The liberal brigade would abolish all laws of restriction with some kind of 'There, you are not an animal and you're going to be nice now... Ow!' so what is left? The safety of staff and the fair treatment of prisoners. Many difficult issues arise and society has to cope with the outcomes after these criminals are released, all taxpayers have a vested interest in this but ensuring better food within a prison or risk rioting simple rewards bad behaviour. No, we don't sodding get it.
