Why do people say "not cool"?

When people say "not cool," I almost laugh completely don't care about what they think. They seem to be expressing some kind of collective societal disapproval over something they themselves don't like. Don't they have the stones just to say that they personally disagree or think I'm being rude? Damn, I hate pive aggression.
