Penger Door Will Not Open From the Outside?

2002 Toyota Corolla. A freakish winter storm and after the next morning's semi-thaw when I try to open the penger door, the handle pulls a bit on the left and the door will not open. The door opens easily from the inside and closes with no problem. What did I do and can it be fixed without involving the dealership ($$$)?
